A book published during the presidency of Chester A. Arthur has a greater chance of being in print today than one published during the time of Reagan.

This is true. And we have the constant extensions of copyright terms by Congress to thank for this. Next time that Congress might extend terms AGAIN is 2017/2018. Resist.
